About this edition

The Ministry of Finance, Planning and Economic Development, through the Private Sector Development Unit, convened the Second Annual Doing Business Forum at the Golf Course Hotel in Kampala on 6 November 2025, under the theme Enhanced Public Sector Efficiency for Private Sector Competitiveness.

It reviewed the obstacles businesses reported across registration, licensing, land, taxation, trade facilitation and access to justice, and agreed a matrix of actions against each.

Opening the Forum, the Head of the Private Sector Development Unit reported back on the inaugural Forum's pending issues and announced that Government was finalising this Portal. Fragmented institutional coordination and weak monitoring of reforms were named as cross-cutting problems, with enhancement of the Portal as the pending action against both.

What it produced

The outcome matrix records 59 agreed actions across 23 issue areas, and mandates six institutions to publish operational data on a recurring basis — land offices monthly, commercial courts quarterly, the rest annually or as assessed.

Seven binding constraints were set out with an intervention against each, among them bureaucratic licensing, limited digitalisation of public services, high trade and logistics costs, and weak monitoring of reforms. Recommendations carried forward include a National Efficiency Scorecard for business-facing services, a Business Single Window, and mandatory Regulatory Impact Assessment with statutory maximum timelines.

Every action is tracked individually, with its lead institution and current status, on the Reforms Tracker.
