Limited digitalisation and fragmentation of systems
Link already-digitised systems with those still pending to enable seamless service delivery
Implementation is underway.
Where this stands
Government digital registry established; system mapping underway.
Why this reform was agreed
Agencies operate standalone ICT systems, leading to duplication in data collection. Biometric data collected by NIRA is still requested at other agencies that are already integrated, for example DCIC for passport applications and UDLS for driving permits. Manual steps persist, especially at local governments where ICT capacity is low.
Ongoing and planned interventions
The Ministry of ICT developed a government digital registry to coordinate ICT initiatives, improve e-government operations and fast-track the digital transformation strategy across MDAs; it will map existing systems and platforms to business processes. NITA-U broke ground on 13 March 2026 on the first Service Uganda Centre in Gulu, one of three regional hubs under the Uganda Digital Acceleration Project, decentralising access to ID verification, tax, business registration, passports and driving permits through UGHub. Postal offices in Kitgum, Gulu, Masaka, Lira, Luwero, Arua, Entebbe, Hoima, Kasese and Busia have been upgraded to one-stop centres in partnership with the Ministry of Public Service.
