Bureaucratic licensing and multiple approvals
Full implementation of the Business Licensing Reform report recommendations by relevant MDAs
Implementation is underway.
Where this stands
Started with the consolidated trading licence for the hotel subsector under the Trade (Licensing) Amendment 2024.
Why this reform was agreed
Businesses, especially SMEs, face multiple overlapping approvals across agencies. Lengthy procedures raise the cost of compliance and discourage formalisation.
Ongoing and planned interventions
Government is implementing the Business Licensing Reform (BLR) Programme to streamline administrative procedures and strengthen the regulatory framework. A report following consultations with MDAs and the private sector identified licensing and administrative reforms in the tourism, trade and agricultural sectors. Implementation began with amendment of the Trade (Licensing) (Amendment of Schedule) Instrument 2024 providing a consolidated trading licence for the hotel subsector.
