Bureaucratic licensing and multiple approvals
Mandate that all licences and permits are accessed exclusively via a single digital platform
Agreed, but implementation has not begun.
Where this stands
Scope boundary requires a PSDU position: Portal as authoritative index and front door, with UGHub and UeSW as transaction rails. See FORUM-2026-PORTAL-RESPONSE.md §4.
Why this reform was agreed
Businesses, especially SMEs, face multiple overlapping approvals across agencies. Lengthy procedures raise the cost of compliance and discourage formalisation.
Ongoing and planned interventions
Government is implementing the Business Licensing Reform (BLR) Programme to streamline administrative procedures and strengthen the regulatory framework. A report following consultations with MDAs and the private sector identified licensing and administrative reforms in the tourism, trade and agricultural sectors. Implementation began with amendment of the Trade (Licensing) (Amendment of Schedule) Instrument 2024 providing a consolidated trading licence for the hotel subsector.
