The Ministry's front door to Uganda's private sector

The Doing Business Portal is the Ministry of Finance, Planning and Economic Development's flagship platform for engaging Uganda's private sector and building a competitive, business-friendly environment. It is both an information hub and a coordination mechanism — a place to share policy updates, gather feedback, track reforms, and surface opportunities across government.

Our mandate

The portal is anchored in the Second National Strategy for Private Sector Development (NSPSD II, 2022/23–2026/27) — the national framework for enhancing private sector competitiveness, coordinated across the NDPIII and NDPIV programmes.

Its purpose is not merely to publish information, but to help businesses navigate government systems, reduce transaction costs, find the support they qualify for, monitor reforms, and take part in policy feedback — strengthening investor confidence, industrialisation, enterprise competitiveness and subregional inclusion.

Inform

Publish policy updates, requirements, opportunities and reform progress in one trusted place.

Facilitate

Guide businesses through licensing, financing and start-up journeys with tailored next steps.

Coordinate

Route issues and opportunities across the agencies that share the doing-business mandate.

Track

Capture feedback and monitor reforms so progress is visible and accountable.

Strategic alignment

NSPSD II's vision is a private sector that is growth-enhancing, resilient and competitive; its goal is to position the private sector to accelerate inclusive monetisation of the economy. It organises action around three pillars — and the portal is designed so that every module traces back to at least one of them, alongside the Tenfold Growth Strategy's ATMS priorities.

Pillar 1 · Macro

Investor confidence

A supportive business environment — policy stability, infrastructure, access to credit, and trade facilitation.

Pillar 2 · Meso

Industrialisation

Value-chain development, market access, quality enhancement and business linkages.

Pillar 3 · Micro

Enterprise competitiveness

Business development services, industrial-park access, formalisation support and innovation.

The Tenfold Growth Strategy & ATMS

Uganda's ambition to grow the economy tenfold to US$ 500B is led by four investment frontiers — Agro-industry, Tourism, Minerals, oil & gas, and Science, technology & innovation (the creative economy included). The portal's Invest journey is organised around these sectors.
