Why this reform was agreed

Tariff rates at the Gulu Logistics Hub are uncompetitive against regional alternatives. Elegu, one hour away, charges UGX 10,000 per truck per night for parking while the Gulu Logistics Hub charges UGX 50,000.

Ongoing and planned interventions

URA is piloting Direct Import Zone status for the Gulu Logistics Hub, allowing cargo to bypass Kampala for clearance and reducing the storage costs that currently make it more expensive than the Elegu border.
