Agro-industrial infrastructure gaps
UFZEPA to prioritise titling of district-provided land for specialised agricultural zones in FY 2026/27
Agreed, but implementation has not begun.
Where this stands
Land acquired in Buwaya; district allocations received.
Why this reform was agreed
Weak cold-chain, storage and value-addition systems raise post-harvest losses. Cold storage is concentrated in urban areas and at airports rather than production zones and border areas. Railway transport has no provision for cold storage facilities.
Ongoing and planned interventions
The Agro-Industrial Programme under NDP IV prioritises improved harvest and post-harvest handling through storage facilities, appropriate technologies and compliance. The Public Free Zone cold storage infrastructure at Entebbe International Airport is 95% complete and will preserve perishable goods, reduce post-harvest losses and meet international quality standards. A Trade House one-stop centre accommodating key licensing and permitting institutions has been established at the free zone. UFZEPA has acquired land in Buwaya and received allocations from Mubende, Kumi, Bugiri, Lamwo and Nakaseke districts for specialised agricultural zones tailored to each district's comparative advantage.
