Low support for R&D, innovation and extension
Prioritise and coordinate R&D and extension services for food and feed processing nationwide
Implementation is underway.
Where this stands
Retooling and the ICT-enabled extension roll-out are under way; national coverage is the outstanding commitment.
Why this reform was agreed
Limited R&D means most raw materials used in production are imported. Uganda is known for plantain, yet the plantain suited to crisp production is imported because what is on the market is not fit for processing. Extension workers are too few. In animal feed manufacturing, production depends largely on maize and soya bean, when research shows cassava, sunflower, animal protein, banana peelings and black soldier fly among others could be used.
Ongoing and planned interventions
Government is supporting R&D for new product development and innovation; retooling agricultural extension staff with motorcycles, testing and diagnostic kits, GPS machines and vehicles for district extension staff; rolling out and upgrading the ICT-enabled extension system to all local governments; running specialised training for extension workers on the value chains in their jurisdictions; and, through NARO, developing the legal, policy and management tools needed for a research-enabling environment.
