Infrastructure gaps and road congestion
Prioritise construction of the SGR and completion of MGR rehabilitation to upgrade logistics corridors
Implementation is underway.
Where this stands
SGR construction starts April 2026; Malaba–Gulu MGR at 70% as at 31 March 2026, delivery due 22 October 2026.
Why this reform was agreed
High logistics costs arise from incomplete expressways, slow metre gauge rail rehabilitation and underutilisation of marine transport. Urban congestion increases travel and logistics costs; reduced travel time lowers logistics costs.
Ongoing and planned interventions
The ITIS Programme under NDP IV prioritises an inter-modal and seamless transport system through construction of the Standard Gauge Railway, rehabilitation of the Metre Gauge Railway, and Greater Kampala Metropolitan Area projects including road upgrades, flyovers, bridges, expressways and junction improvements. SGR construction starts April 2026. The Malaba–Gulu corridor (375 km) rehabilitation stood at 70% completion as at 31 March 2026 with full delivery expected 22 October 2026. URC is reviving marine transport on Lake Victoria; MV Kaawa rehabilitation is complete and sea trials done, with projected revenue of approximately UGX 600 million per month. Parliament approved additional financing of UGX 117.46 billion from the African Development Fund in October 2025 for the 27 km Busega–Mpigi expressway; works resumed March 2026 with completion due 2030.
