High trade facilitation costs and multiple border inspections
Implement and scale pre-arrival clearance across all major border points
Agreed, but implementation has not begun.
Why this reform was agreed
Border delays, paper-based checks, informal payments and weak risk-management systems increase clearance times and costs. Multiple agencies including URA, UNBS and MAAIF conduct separate inspections, further slowing cargo movement and creating duplication.
Ongoing and planned interventions
The Uganda Electronic Single Window (UeSW) allows traders and clearing and forwarding firms to submit and process trade documents electronically, with 13 MDAs connected. The Single Customs Bond was launched on 4 August 2025, beginning its pilot under the East African Community framework and replacing multiple national customs bonds with one unified guarantee for cargo movement across partner states, integrated with the Regional Electronic Cargo Tracking System for transparency.
