Inadequate workplace inspection in industrial parks
Enhance MGLSD funding to recruit additional inspectors, implement risk-based schedules and publish OSH compliance data
Agreed, but implementation has not begun.
Where this stands
Publication of OSH compliance data to be surfaced on the Doing Business Portal.
Why this reform was agreed
Inspection teams are understaffed. MGLSD has 21 labour inspectors. Local government labour officers are leveraged as inspectors but are compromised because they are also mandated to adjudicate work disputes between employers and employees.
Ongoing and planned interventions
In FY 2025/26 government allocated an additional UGX 2 billion to MGLSD to strengthen monitoring, inspection and compliance. The Occupational Safety and Health (Amendment) Act 2025, section 46, requires all factories in industrial parks to conduct annual safety and health audits by licensed OSH practitioners.
