Why this reform was agreed
Limited cargo aircraft reduce export competitiveness for perishables and high-value goods. Air freight is expensive and dominated by foreign carriers with limited focus on Uganda's exports.

Parliament approved UGX 422.26 billion in supplementary funding for Uganda Airlines fleet expansion of ten new aircraft on 3 December 2025, reiterated in sessions on 10 and 15 December 2025.
