Informal operations in animal feed production

Complete and gazette the Animal Feeds Regulations

In progress
High priority
Status confirmed 1 January 2026

Implementation is underway.

Where this stands

Primary legislation enacted in 2023; the subsidiary regulations are not yet completed or gazetted.

Why this reform was agreed

The animal feeds sub-sector is dominated by informal small-scale producers, processors and retailers. This makes the sector hard to regulate and leads to feeds of poor quality reaching the market.

Ongoing and planned interventions

The Feeds Act 2023 regulates the animal feed industry and establishes production standards. Government farms and ranches are producing hay, silage and compounded feeds at scale to supply livestock farmers — including youth, women and farmers with disabilities — and mitigate feed scarcity.
